Text-based PDFs are created directly from Word, Google Docs, or design software. The file contains actual text characters, font information, and vector graphics. These convert cleanly — paragraphs stay editable, headings remain styled, and tables often transfer with minimal cleanup.
Scanned PDFs are photographs or scans of paper documents. The PDF is essentially a stack of images with no underlying text layer. Conversion treats each page as a picture embedded in Word, so you cannot select or edit the text without running OCR (optical character recognition) separately. If your PDF was scanned from a fax, signed contract, or printed form, expect image-based output rather than editable text.
A quick test: open the PDF and try to select a sentence with your cursor. If you can highlight individual words, it is text-based and will convert well. If the entire page highlights as one block, it is likely scanned.
PDF is a fixed-layout format designed for printing. Word is a flow-based format designed for editing. Some layout differences after conversion are normal, not a sign of failure.
